Vacancy: HR & Admin Officer
Location : New Delhi, India Length of contract : Two Years (Renewable)
Handicap International is an international organisation specialised in the field of disability. Non-governmental, non-religious, non-political and non-profit-making, it works alongside persons with disabilities, whatever the context, in response to humanitarian crises and the effects of extreme poverty. Handicap International implements projects in approximately 60 countries, with the support of a network of eight national associations (France, Germany, Belgium, Canada, the United States, Luxembourg, the United Kingdom and Switzerland). In India, Handicap International supports actions towards a barrier free and rights based society for persons with disabilities and other vulnerable people. It implements disability related development & emergency projects directly or through local partners.
Handicap International India wishes to recruit a HR & Admin Officer.
JOB MANDATE
Under the supervision of Administration Manager, the HR and Admin Officer provides the Human Resources management and Administration Support to India Country Programme with strong functional links with Finance, Logistics and Site Offices.
MAIN RESPONSIBILITIES
Legal Compliance
S/he gathers the necessary information to understand and meet the administrative and legal requirement in Indian context. S/he ensures they are adhered, documented and updated regularly.
S/he ensures that any formalities required by concerned authorities (Reserve Bank of India, Income Tax, Provident Fund, Embassies, FRRO, etc.) are met within the given deadlines.
S/he assists the Admin Manager in drawing up the Partnership agreements and contracts (lease, services contracts, etc.) and coordinates the liaison with lawyers to ensure the validity of partnership agreements/contracts.
S/he ensures that all necessary contractual documents exists, that they are followed up (partnership contracts, employment contracts, lease agreements for office/ expatriate accommodation, insurance, etc.) and kept in a secure place.
HR Support for the Management of National Staff
S/he provides support in the selection and recruitment process (advertisements, initial screening of applications and logistic support for interviews, etc.).
S/he gathers all information needed to define salary levels of new staff (including line manager suggestion) and validates with CD salary levels.
S/he maintains staff individuals personal files and ensures all documents are updated and maintained in a safe place (e.g contract, leave requests and follow-up, etc.).
S/he coordinates annual performance appraisal of staff and follows up with line managers for timely conduction of the process and assimilation of recommendation for HR & other career related purposes.
S/he ensures that all employees & their dependents (as the case may be) are covered under insurances as per HI policy under social benefit; and follows up with appropriate insurance authorities in respect for specific claims.
S/he is responsible for preparation of monthly salary for Delhi office national staff and also certification of the salaries for all national staff (including project offices).
S/he will ensure confidentiality of information related to staff. S/he will sign a confidentiality clause.
S/he maintains and updates the HR and other policy documents regularly and communicates to concerned staff members.
HR Support for Management of Expatriate Staff:
S/he guides the expatriates on pre-arrival regarding procedure for securing employment visa, legal / documentation requirements for the process.
S/he organises the arrival management of expatriate staff i.e. sending them the brief about the country & living context (welcome note); preparing induction plan with the team.
S/he is responsible for following the procedures linked to end of mission of the expatriates.
S/he is responsible to develop, maintain & update various Admin tools necessary during the mission viz. field leave, annual leave, local allowance to partners / dependents etc.
Support in Budget Management
S/he is responsible for initial processing of invoices for the authorisation of Admin Manager/Support Services Coordinator.
CANDIDATE PROFILE
Post graduate Degree Or Diploma in Human Resources Management from recognised University/Institute;
Minimum 3 years of proven experience in Human Resources Management and Admin. Function;
Experience of working with an International NGO will be added advantage;
Excellent verbal and written communication skills in English;
Excellent command over all applications of MS Office;
Good interpersonal and team effectiveness skills;
Strong administrative skills;
Ability to work under pressure to meet the given deadlines;
Self motivated, constructive, creative and with a strong result-oriented approach.
SALARY & BENEFITS
Gross salary will be in the range of Rs 23,000 29,000 per month and will commensurate with experience and qualification of the selected candidate. In addition, the other benefits are accidental & hospitalization insurances, medical reimbursement for self & dependents (maximum INR 10000 per annum).
