Dear Friends,
I have heard from some sources that IGNOU, New Delhi has a special cell specially for people with disabilities who have enrolled for their distance learning courses.
I have also heard that there is concessions in the fees too.
I once wrote to them, but didnt get the necessary feedback.
On their website it shows that even Ph D programs are also conducted through distance education.
But I guess is this possible. Do differently abled candidates too have the right to pursue PH D programs from IGNOU thorugh distance education without any hassles.
Those of you who are based in New Delhi could check on this and post it for the benefit of our members.

Hi Thomas,
If this is true, it certainly is a boon for all persons with disability who are keen at attaining higher education. I will do my best to try and find out from IGNOU the details of their distance learning program for the disabled and post it on the forum at the earliest. In case some member already knows about this, it will be nice if they could post some information about it too.

Thanks for your feedback, it is absolutely true,
I think this person should be able to help you out and give you further leads on this.
Prof P R Ramanujam
STRIDE, Indira Gandhi National Open University.
He has done some research work in Education of people with disabiltiies in IGNOU and is one among the decision makers in IGNOU.
Another fact that I am aware is that The Ability Foundation in Chennai founded by Ms Jayshree Raveendranm also has opened up IGNOU Study centre in their premises
I read somewhere else about the concessions in fees also, so perhaps I am sure there is something with respect to education of people with disabilities.
Also do please check up on the Doctoral Programs also.
Check everything from A - Z and post it or inform us.
Since you are based at New Delhi itself, it would be highly appreciated that you make a personal enquiry about there activites for people with disabilties, rather than wait for some one else to post soemthing about it.
Yes sure I love this website and love all of you too a lot, so I will surely keep posting.

Regarding the queries on IGNOU programmes , i would say to get the list of programmes ,kindly visit http://www.ignou.ac.in/
Also IGNOU has a Staff training and research institute of distance educaton ,the details of which are also available on the site.
There are also a Training cum awareness packages in Disability for the parents and family members of PWDs, offered through distance mode. The brochure can be downloaded from the link - http://www.ignou.ac.in/schools/soce/atp/brochure2.pdf
Regarding the Courses offered through distance mode for PWDs , i am doing some more research and will let you know about the same in due course of time.

I am already aware of these facts, but I want to know the SPOC (Single Point of Contact) where disabled can post their queries about the courses and the various facilities and assistance provided by IGNOU.Am well aware of that there are two centres in India having study centres of IGNOU. One is the Ability Foundation in Chennai.
Sachin has agreed to find out on this personally - he is right now held up with work - am waiting for him to go and enquire on this personally from IGNOU
These items you have posted are already available on the website and the using search engine efforts also point out this.

Hi All,
Firstly, I apologise for the delay in responding to this query but I was able to visit the IGNOU campus today and have some great news for all of you out there who'd want to pursue their education through distance learning. Read on for more..
IGNOU has recently in November last year initiated a National Centre for the Differently Abled (NCDA) whose obective is to be a national body to cordinate all queries/courses/facilities offered to persons with disability with regards to education at IGNOU. The details on NCAD and its activities can be found on their website http://www.ignou.ac.in under the heading institutes/centres/cells on the left side of the window. or alternately click on the following link to open it directly; http://www.ignou.ac.in/ncda/index.htm
In terms of Doctoral (PHD) Programmes, all the listed PHD programmes can be done through distance learning, the admission to such programmes is subject to the eligibility criteria mentioned in the prospectus for all students. However when selected for such programmes, there is a provision where the IGNOU Research Guides can be allocated at the nearest IGNOU centre and also a second external guide can be nominated from the candidates choice (which is subject to IGNOU Approval) from their local area.
There are no financial assistance/subsidy/concession/scholarships available through IGNOU for such programmes, however IGNOU welcomes and endorses any such scholarship/assistance/subsidy/concession which is prescribed by the Government of India (Min of HRD or RCI).

PS# I was able to meet the Director (NCDA) Prof. Gracious Thomas and it was a very enriching experience to know how the future of NCDA has been planned, I also met the Research Officer Dr (Ms) Amiteshwar Ratra who may soon be a part of this forum and assist all members with any queries on education on IGNOU. I was happy to see how well even the accessibility has been planned at the NCDA. Some of the doctoral programmes may begin in July so if any of you is interested, i suggest that you contact you nearest regional IGNOU Centre and get a prospectus. Hi All
Am so glad to hear about the developments in IGNOU.
Am still waiting eagerly for Dr(Ms) Amiteshwar to join the forum.
Meanwhile, I have seen that they have almost all courses right from Certificate to PH D level that can be pursued by people with disabilities through distance education.
But one point of concern - For pursuing PH D programs from IGNOU, a candidate should be equipped with M Phil Degree if he is from a non teaching field.
But IGNOU and most universities do not have any programs where aspiring candidates could pursue the same through distance education.
I see this as another barrier or hindrance for people with disabilities in obtaining a Doctorate
It would be good if someone highlights the top management in IGNOU on this.

Just waiting for updates on this programs in IGNOU.
Enquiries by email has not yielded any results.................looks like they are not fully comiitted in achieving their objectives
May be someone should be there to encourage and push them further to help them out in reaching out this goal ..................
Delhites you could do that ..........not only Accessability Team, I mean you forum members should also do that.
Forum members in Delhi, Don't expect others to do for you everything you have to put your efforts too.

IGNOU to launch special educational program for disabled
October 01, 2007

New Delhi: Indira Gandhi National Open University (IGNOU) in collaboration with the Rehabilitation Council of India (RCI) is going to launch extensive training programs for the people with disabilities. The varsity signed a MoU with RCI for promotion of special education and rehabilitation among physically challenged people of the society.
IGNOU will make available the study materials for the purpose in eight languages - Gujarati, Marathi, Malayalam, Kannada, Oriya, Bengali, Tamil and Telugu. The materials will be ready within six months, told a spokes person of the varsity.
IGNOU and RCI will also work together to launch special education programs like B.Ed and M.Ed at certain places of the country where state open universities are not functioning, the spokesperson added.
The varsity is also preparing an audio-visual tool which will list all possible sources that might prove useful for the proper rehabilitation and growth of special children.
Meanwhile, IGNOU has also invited applications for admission to its various programs for the January 2008 session. The sale of prospectus along with the application form will start from October 1. Candidates can obtain the forms and prospectus from all the regional centres including IGNOU's head office at Maidan Garhi. The last date of the submission of filled-in application forms is November 12.

NTPC, DU to set up IT centre for disabled students
August 21, 2007

New Delhi: The National Thermal Power Corporation (NTPC) and Delhi University (DU) have signed a Memorandum of Understanding (MoU) to set up an Information and Communication Technology Training Centre for physically-challenged students.
The centre will be the first of its kind in providing the latest IT skills to economically backward and physically challenged students.
As per the agreement, the NTPC foundation will provide equipment and software and DU will provide teaching and support staff for the centre, to take care of the day to day functioning of the centre.
Students with visual, hearing, mobility and cognitive impairment will benefit from the newly setup IT centre.
