PALAKKAD, Sep 10: The meeting of the State Handicapped Welfare Corporation held here at the Collectorate on Friday decided to conduct a survey in the first phase to collect the details of all disabled persons in the district.
The survey will be conducted as part of the implementation of the National Handicapped Persons Rehabilitation Programme by the State Handicapped Welfare Corporation with the financial assistance of the Centre in Palakkad district.
It was pointed out that a sum of Rs 2.57 crore has been allotted by the Centre for rehabilitating disabled people in the districts of Palakkad, Kasaragod and Kannur districts.
One of the features is that apart from the rehabilitation of disabled persons, there is provision to rehabilitate the families of disabled people also. A database would be created at the panchayat level for the purpose.
The project is aimed at detecting deformities at the pregnancy stage itself or at an early age, providing timely treatment and artificial aid and imparting education and training to undertake self–employment. The motto is to bring disabled people and their families to the mainstream society.
It was also decided to begin a referral centre at the district level. The meet decided to provide referral centre status to IKONS which is functioning with modern amenities in Kavallapara near Shoranur with financial assistance of the government. On October 6, IKONS will conduct an awareness workshop for two representatives each from each of the 90 panchayats in the district.Subsequently, steps would be initiated to conduct the survey.Medical camps would also be conducted at the block level.
IKON director P A Suresh said that a detailed and scientific report would be prepared on the handicapped in the district which will be submitted to the World Health Organisation.
The Hellen Keller Institute in Vaniamkulam had also expressed its willingness to impart job oriented training to disabled people. After the first phase assistance by the Centre is spent, it is the duty of the local bodies which has to mobilise the resources. The local bodies would be intimated about the need to constitute a seperate fund for the purpose.
District Collector K S Srinivas chaired the meet. Among those who participated in the meeting included the district panchayat president Subaida Ishaaq, Handicapped Welfare Corporation chairman Uzhavoor Vijayan, managing director Rozario Elizabeth and social welfare officer Nanakkal Mohammed.

Hi,
I wonder, if the census people and voter list ciollection can go from house to house and orgacnize o photograph, why not the same thing be done for the handicapped, instead of waiting in the GH and getting a certificate and a list of preparation people just announce in the the papers and they are too lazy to collect the data unless we come to them. We are Unabled and not disabled to fight the injustice
