*1 Vacancy each to be reserved for Visually Handicapped (VH) and Hearing Impaired (HI) (i.e. 2 for each post.) Though there is no vacancy reserved for Orthopaedically Handicapped (OH) candidates in this recruitment, they can also apply. However, they will not be entitled for any relaxation/concession due to their physical disability. The degree of disability should be between 40% and 75% in the case of Hearing Impaired persons. For Visually Handicapped (blind and partially blind), a person should fulfill either (a) total absence of sight or (b) with visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses or (c) with limitation of the field of vision subtending an angle of 20 degrees or worse. These Physically Handicapped (PH) candidates should possess a latest Certificate to this effect issued by an authorized Government of India/State Government Department/Hospital.
** Orthopaedic candidates with one leg affected (Right or Left) and Hearing Impaired (Partially Deaf) candidates may also apply for this post but they will not be eligible for any relaxation/concession applicable to PH candidates
Most of you may be aware of the recent job advertisement published in leading dailies and wesbite of Reserve Bank of India, inviting applications for various posts such as Officers Grade B, Research Officers Grade B, and Manager - Technical. There are two vacancies for each post one for VH and one for HH.
However it is mentioned in the advertisement that HH candidates having a disability percentage between 40 percent and 75 percent alone can apply for the above post.
Similar vacancies also existed last year with the same conditions , however, I brought this to the notice of The Director, AYJNIHH Mumbai.
I was informed that it was not appropriate for RBI to but a percentage bracket like this, AYNIHH, Mumbai had informed me that they will look into this, but, however, this year RBI again seems to make the same mistake.
Am not sure whether AYJNIHH, Mumbai had taken up this matter with RBI.
Why is it that a totally blind perosn can apply for the vacancy and perform the job and not a totally deaf person????????
As per the Disability Act a person above 40 percent can apply for any post. And with the right kind of assistive devices and job accomodations even a totally deaf person can perform any managerial task.
RBIs decision to put a percentage bracket in this regard is not justified.
It should also be noted that , I had mentioned in one of the earlier postings that most employers prefer to hire people with less percentage of disability thus ignoring a large number of PWDs having higher percentage of disability.
I also dont understand one factor mentioned in the advertisement - They have mentioned that there are no vacancies for OH candidates but still they are eligible to apply as general canddiates, however if it is like this why was I rejected by Corporation Bank when I applied for clerical vacancies advertised by them - just on the grounds that there was no vacancy for hearing impaired in Maharashtra,
If there were no vacancies they could have allowed me to apply as a general candidate???
Could someone clarify this for me.

I dont think you have yet put in a complaint regarding this with the office of CCD or your state commissioner for persons with disabilities yet - may I suggest you do so right away as the RBI are in clear breach of the PWD Act here.

Absolutely, the fact that 3% seats are reserved for PWD doesnt mean that they can not apply as a general candidate. Infact there are some PWD who do not even have a disability certificate & do apply as general candidates all the time.
Moreover, the 3% is the minimum number that the govt & public sector have to reserve - it is not the absolute i.e. where (disabled) people apply outside these 3% reserved seats, they will not be provided the relaxation in criteria as applies to the 3% reserved seats but will have to complete with all other candidates in the general category.

Have already mailed the Departmeht on this more than a week back, but they are yet to even acknowledge the receipt of the mail
