Even Government of India has declared International year of Disabled Persons, disability friendly is our expected motto, but we are not able to see these expected motto in and around the society. However in some educated zones like banking sector we found a proof of negligence in promoting a hearing handicapped officer to the higher cadre in spit Government of India advised the relevant bank to consider his promotion to higher cadre, the bank has not replied to the government. Hence Director, Ministry of Social Justice & Empowerment, Govt.of India,New Delhi moved the matter to Industrial Relation, Ministry of Finance, Banking Division, New Delhi to an immediate action and the result is expected. The fact is that Sri Kodakkal Shivaprasad hearing impaired persons since childhood joined Canara Bank under disabled persons quota as an filing clerk, after completing 18 years of service he got promoted to officers cadre under disabled quota and he has completed 6 years of service as an officer and eligible for promotion to Manager post, accordingly he appeared and wrote the promotion written test. But due to his hearing handicapped, unfortunately he has not come out in the successful candidates list, immediately Kodakkal Shivaprasad approached the bank’s Chairman & Managing Director at Head Office, but the department was in mute, however Circle Office, Hassan informed that they have not considered his promotion to Manager post. Therefore Kodakkal Shivaprasad approached the Ministry of Social Justice & Empowerment, Govt.of India and accordingly they have advised the Canara Bank to consider his promotion to Manager post. In spite government’s guidelines in clear bank has not honored the government instructions and make it in to a dispute one! However legal experts in disability forums opinion that Canara Bank is expecting only court direction in this matter.
Kodakkal Shivaprasad’s request for an amicable settlement with regard to out of court is not fulfilled yet to now.

Dear Sir,
Instead of taking up a single case/single bank, let us ask Psu Banks asociation, to decide on the
PWD for officers. Unfortunaly, even the central Government has not decided to A,b Grades. But let us ask the Govt/banks how many disabled has been promoted ( not related to the minister). Let us produce the statistics how many disabled are employed, how many are promoted, then we can ask the demand

Thank you for your iterest, however you know that as per revised DOPT Circular with regard to A & B posts in government services, there has note column in the Circular that indicates that if any handicapped category were identified for the A & B posts, then government establishments can maintain promotion reservation to the identified disabled persons and you can manager that Hearing Handicapped is identified for Group A & B posts and in nationalised banks hearing handicapped were identified for the posts up to General Manager. Hence promotion to higher Cadre i.e Manager post is justified one. But I do not know why my bank make the matter dispute one! Also the revised circular was violating the disablity Act and a complaint has been already submitted to the Chief Commissioner for Disabilities, New Delhi and hearing is yet to be started.[IMG]http://accessability.co.in/community/richedit/smileys/YahooIM/53.gif[/IMG]
