Hi All,
The office of Director General Civil Aviation is finally going to bring out a 'Civil Aviation Requirement (CAR) for Carriage of PWD'. The draft doucument is up on there website and they have invited comments/suggestions on the same before it becomes a final document. The last date for sending in comments and suggestions is August 15, 2007.
Please do try and read the draft document and send your inputs. The draft and other information is at the link below:

Hello,
Thank you for bringing this is to all the concerned, so that I placed my comments/opinion on the issue regards draf civil aviation to carriage disabled people. So that every physically challenged can move around the air travel without risks/herrassments. As my wife who is physically challenged in both legs recently accompained with me and two childrens conducted Air Travel hosted by AIR DECCAN air lines, but AIR DECCAN showed their courtesy with good manner so that we are not faced any risks and enjoyed our air travel with pleasant and joyfully too.

I hope the members are emailing/ posting their suggestions to the DGCA.
For those of us who want to see some changes happen but still haven't passed on their suggestions - there is still some time left to do so as the deadline for this is 15th August 2007.
Alternatively, you can pass on your suggestions through us by posting them on this thread latest by 12:00 noon this Tuesday (14th August 2007).

Hello all,
We have compiled our recommendations for ammendments to the proposed CAR. These can be viewed/ downloaded from the link www.accessability.co.in/files/CAR-Recommendations.doc
Please post here if you want anything added/ changed in our proposals to the DGCA.
Also, I will encourage others (especially those who are not thinking about sending in your suggestions to the DGCA) to email our recommendations to the DGCA in your name, as this will only re-inforce what we are suggesting. The more the number of people voicing similar concerns the better the likelihood of being heard & the suggested ammendments being incorporated. So, if you agree with certain/ full parts of our recommendations then please feel free to email them (in your name) to the DGCA at rpsahi@dgca.nic.in (latest by this Tuesday).

Some years back once when I travelled by Indian Airlines - I noticed that it was mentioned on the tickets that passengers are not permitted to carry any kind of batteries etc, as a result I was forced to visit the Airports Manager and his approval was given to carry the hearing aid batteries with me.
When it comes to serving food items - it would be preferred that Airlines could have a printed menu of the items available with them, as most hearing aids dont seem to work once the flight has taken off, or may be simply the passenger cant hear due to loud noises within the aircraft.

Please read the enclosed message received to me by Dy.Director General DGCA with regard to Air Travel matters. Hope to discuss actively and participate to successfully implimentations.
Sub: Carriage by Air of Disabled Persons or Persons with Reduced Mobility
Dear Sir/ Madam,
We express sincere thanks and appreciation for your continued efforts to
make the regulation on the subject. After the last draft was circulated,
we have received more comments. The received comments have been duly
examined and most of the comments have been incorporated in this Civil
Aviation Requirements. Some of the comments which are not included in the
CAR, the brief explanations to that effect are as follows:
1) The changes requested in the Definitions have not been included as the
definitions are taken from the international bodies such as IATA, EU etc.
and it is not possible to modify these definitions.
2) Concession in ticket fare is not included as it is prerogative of
individual airlines. Airlines are bound by the directive of Supreme Court
as suggested. DGCA does not control the air fares of the airlines.
3) Threat to safety is matter related to flight safety. It is felt that
though subjective, it will not cause interpretation problem.
A final draft CAR has now been prepared and the same is attached for your
perusal. The recent changes have been underlined for ease of reference,
and some numbering has consequently changed. We need to freeze the draft
now and issue the regulation. However, in order to have a final
consideration, it has been decided to hold a meeting on 19th October 2007
at the office of Director General of Civil Aviation, Opposite Safdarjung
Airport, New Delhi-110003 at 1100 hours. All organizations working for
the cause including the NGOs working with Disabled Persons or Persons
with Reduced Mobility, individuals PWDs, representatives from National
Trust, from Ministry of Social Justice are invited to attend. During the
meeting a general discussion may be held on some points which might come
up at that time before it is declared as issued. You are requested to
attend the meeting at the time and location mentioned above.

DGCA has prepared the final draft CAR and the same is available at this link. The recent changes have been underlined for ease of reference, and some numbering has consequently changed.
Before freezing this draft and issuing the final regulation, the DGCA has called for a final consultation meeting on 19th October 2007 at the office of Director General of Civil Aviation, Opposite Safdarjung Airport, New Delhi-110003 at 1100 hours. Everyone is invited to attend this meeting - participants needing coordination may contact Mr. S.N. Chinhara, Dy. Director, DGCA on his mobile No: (0)986 883 6639.
We find a few clauses in the final draft extremely objectionable, in particular clauses 5.2.b), Note-4 (under point 5), point 6 & 6.3. We request everyone to read the final draft and, if possible attend the meeting. Those who are unable to attend the meeting may post their comments in this thread & we at AccessAbility shall forward these to the DGCA during the meeting on 19th.

It's better to pressure them for implimenting concession tickets while in air travel with consulting relevent air line hosting agency like AIR INDIA etc.

Hi Vikas,
That write up covers everything but the Fare concessions, and compnion joinning, may be you have covered i miised in first reading, The problem is a person like me opening and eating the food served on the pop up tray is embarassing, I would rather avoid it. and going to toilet requesting other people to mpve if you like te window sit is totally upsets me. I can stand in the que and wait for taxi,but the fuss airplane people make about no companion, I know all about calcuta including spoken bengali and hindi it is like me being ababy i will be lost without companion
