DREAMS CAN NOT DRIVE IN TO REALITY IN SEVERAL OCCASSIONS
During the year 1999 the then Union Minister of State for Social Justice & Empowerment, Mrs.Maneka Gandhi, said that her Ministry will soon be setting up employment agencies to enable disabled people get employment across the country. Prominent non-government organizations are being identified to set up the proposed employment agencies, Mrs. Maneka said in an informal chat with press reporters at Pune, Maharastra State. One such agency in Calcutta is in the final stages of being launched, the Ministry has also identified an NGO in Pine, which would function as the employment agency, she said adding that the third one would be set up in the Delhi. These agencies, Maneka said, would ascertain the requirement of jobs in different companies and then train those registered with them so that the disabled could be absorbed. Maneka said her Ministry has cleared 1400 proposals from NGO’s for grants since she took over the Ministry with a directive that henceforth all proposals for grants should be sent directly to the Ministry instead of routing them through state boards and the governments. She also said that target is to clear 4000 proposals by the end of the current financial year and during 1987, a total of 159 proposals received were returned as they were more than two years old and under the rules were required to be sent back for fresh recommendations. When asked how her ministry would examine genuine NGOs seeking aid for their projects, Mrs.Maneka said the Ministry has identified and appointed prominent NGOs as nodal agencies for recommending proposals, based on which grants will be released. Mrs.Maneka cited the case of Bihar State from where proposals were routed through the state government even while the agencies were non-existent and hence the setting up of nodal agencies to advise the Ministry. Prominent social service agencies, retired defence personnel are among those who are being appointed as nodal agencies she said. Earlier, inaugurating the 27th annual conference of the Indian Association of Physical Medicine and Rehabilitation, Mrs.Maneka said her Ministry has signed an MOU with a consortium of firms from the United States to upgrade the production of orthodox and prosthetic rehabilitation aids for handicapped people, which are now being manufactured by artificial limbs manufacturing company. A first research center will come up at Kanpur where the limbs manufacturing center is established and another could come up at Pune where the articificial limb center is located Mrs.Maneka said. The MOU is a technical tie-up which would enable design and manufacture of better aids as required by disabled people, Mrs. Manekagandhi said.
On going through the fast statements of earlier NDA government, it’s understand that all the dreams perhaps can not fulfill at all times ! Is it not?
