A 16-year-old physically challenged student was allegedly harassed and insulted by invigilators during the just-concluded Madhyamik exam (Secondary Examination organized by West Bengal Board of Secondary Education). The student, Shelly Bose, complained that she was not allowed to return to the exam hall because she had gone to the washroom. She could not complete the paper and now fears that she might fail.
   To add insult to her injury, when Shelly went to complain to her school principal, Gauri Bandyopadhay, the latter reportedly refused to come to her help.
   Appearing from Bhutnath Mahamaya Uccha Balika Vidyalay in Tangra, Shelly’s travails started from the very first day. According to the norms, Shelly was entitled to an extra 30 minutes to finish her papers. The teachers of Government-Sponsored Girls’ High School on Christopher Road — where she was taking the exam — however, did not allow her that.
   “From the very first day, a teacher called Dolly was making a fuss. She used to complain to other teachers about the inconvenience she had to face because of me. They would openly show their disgust, which I found extremely humiliating. On the last day, when I was writing the home science paper, Dolly turned down my request to go to the washroom. When I found it impossible to control myself, she forced me out of the hall an hour and a half before the scheduled time,” said Shelly. Rules clearly specify that physically challenged students are to be allowed 30 minutes extra.
   The teachers’ remarks severely hurt her and affected her concentration while she was writing the other papers. “I could have done better had the invigilators been a little more helpful. Instead, they made it really difficult for me and I felt insulted by their remarks,” added Shelly. She has now lodged a complaint at Beniapukur police station. She is also planning to move the state human rights commission and the West Bengal Board of Secondary Education (WBBSE).
   A Sen, a former member of the commission, held the WBBSE responsible since it was the board’s duty to make the teachers aware of the rules and take steps against those who bend them. “The human rights commission should take up the case. The board should be asked to take steps against the invigilators for flouting the norm,” said Sen.
   The WBBSE, however, said it would not act unless it received a complaint from the student. “We will start an inquiry if a complaint is lodged. The matter has to be investigated,” said WBBSE secretary Swapan Sarkar.
   Legal experts said Shelly has a strong case. “She can lodge a complaint with the deputy commissioner, the magistrate or the human rights commission. They should take up the case on humanitarian grounds,” said senior lawyer Arunabha Ghosh.

Some thing has to be done to make the teachers who insulted the girl to understand their mistake. The Human rights commission should take the case on their own and should provide justice to the affected girl. What is the use of Acts and laws when we cant even provide  children their basic rights of education?

No use of making the teachers understand............they should be severly punished by acts like suspension or termination of service.............. only such impositions will deter other people from carrying out such malpractices or harrasement in future.

OK, and if a person wants to go to the toilet, where normal or disabled, and that too he /she wants to use the toilet badly, how come the teacher refuses to allow the candiate to use the washrooms............??????????

Lets try this experiment on that teacher and observe ............. that will also help........... to cut down such incidents.
