When Md Safique’s father died while working as a Kolkata Municipal Corporation carpenter he became his family’s sole earner and, as advised by KMC officials, applied for a job with the corporation on the“died-in harness” grounds. However, he was turned down as unfit for a job as a labourer or mazdoor.
Childhood polio has left Safique with a partially paralysed right hand ~ he can carry buckets of water with it but cannot fully close it.
While the 35-year-old concedes he might not be fit for physical labour, he says he has been discriminated against on the grounds of his disability as the corporation should have considered him for other roles he is fit and qualified for, such as peon, bearer or gardener.
What’s more, it took the corporation nearly three years to make the decision, during which time Safique has been barely scraping a living for his family carrying buckets of water to fill up water tanks in people’s homes.
He lives in the attic of a house in Topsia. After his parents died, he had to leave his rented house because he couldn’t keep up with the rent.
According to a letter from the KMC’s deputy municipal commissioner (personnel) Mr Pashupati Barik, Safique has been refused the job because “the civic body medical board found him unfit for hard physical labour which is required for the post of mazdoor”. One senior official told The Statesman: “The KMC is well within its rights to stipulate the conditions and qualifications required of a particular position ~ anyone who doesn’t fulfill these conditions can be refused employment. But it is unfair if a physically challenged person is deemed suitable for some other job and ignored for those positions.”
Safique said: “The KMC did not bother to give me a job in other categories. It would have changed my life,” he said.
Safique’s father, Md Sahid, worked as a carpenter at the KMC’s Entally workshop. KMC officials advised him to apply for a job when he accompanied his mother to collect pension benefits.
Under KMC rules Safique was eligible for a job in the civic body on compassionate grounds as his father died while still employed by them.
Safique, who passed class VIII, said: “Back in 2004, I applied for the post of a mazdoor or any other suitable job. They interviewed me and went through my handicap-certificate. Finally, on 21 May they said they wouldn’t give me a job because of my physical deformity.”

Discriminated - Discriminated - Discriminated thats all what I can scream here now.
The authorities are blind I think, was that the only post available in the office, he could have perhaps been transferred to some post where his disability would not have been a hindrance at all.
It was the duty of the authorities to take some appropriate and suitable action, considering the poor status the person came from.
As I said in my earlier posts - Everywhere there is sympathy, but no trust.
It would have been much better if some NGO or Advocate takes up his cause and help him to fight the issue in courts, thats all we can do now.
